RMR shall be non-discriminatory, democratic and independent. It will produce a multilingual medium of information and entertainment, in the form of radio programming. In doing so, RMR will target students at Rhodes University.

Although this group represents RMR's defined target audience, the station will also remain sensitive to the impact of its programming within the Rhodes Community as a whole (which is defined as the group of people who study or work in any capacity in the service of Rhodes University, as well as their families) as well as the broader Grahamstown community, and of the rest of South Africa.
